also, by not reacting to a bullet, which he doesn't have to do, he can maintain his point of view on his attacker, assuring that he doesn't get away or find a way to hurt him, or hurt themselves. by allowing a chair to bust over his head,(he is able to feel pain from being hit, that much is shown in the comics), it blocks his vision momentarily and distracts him.

by dodging, he is still able to maintain his sights.

honest answer? in the comics and stories, he doesn't.

in the movies, theres a very human, very fragile actore standing there. the bouncing bullets aren't real, its CGI. the chair, on the other hand, while controlled, can still hurt that actor.
