Because the majority (at least, based on my observations) DON'T wait till they're 18. Also, nature is pretty much telling us to reproduce once we hit puberty, why should a government tell us otherwise?

You would prefer children do dangerous activities with one another rather than have an experienced person teach them the proper way of doing things? Also, how about this concept: parental consent.
