Parrot Guarantee

A man entered a pet shop and found the pet he wanted.  He asked the clerk how good it is.  The clerk said that he repeats anything he hears, guaranteed.  So the man buys the parrot.  He comes back the next day returning the bird and says the parrot never said anything, why is this?

The parrot is deaf.
